TVM represents traffic volume measurement.

The UTRAN objective is the allocation of minimum required resources to meet the QoS requirements for the UE.
If these resources are insufficient for the traffic that the UE is offering to the network, there is a build-up of traffic in buffers in the UE.
In using TVM, the UTRAN can monitor the flow of data from UEs and in doing so can apply corrective actions before an overload condition occurs.

TVMs are applicable to a UE that is in either the CELL_DCH or CELL_FACH state only.
