Transport channel traffic volume (TCTV) is
the sum of the buffer occupancy for all logical channels that are mapped onto a transport channel and it is calculated at least every TTI.
The TCTV is used as the basis for event triggers for the TVMs (Traffic Volume measurements).
Event 4A: TCTV becomes larger than an absolute threshold.
Event 4B: TCTV becomes smaller than an absolute threshold.
