A timer is started when the event occurs (in the case of event 4A going above threshold or event 4B going below threshold).
If the event is still valid when the timer expires, the event report is sent.
If the event condition disappears before the time expires, the time is stopped.
The time-to-trigger process provides a degree of hysteresis that can be used to prevent rapid changes in TCTV from generating events.
