UE positioning measurements are made by the UE GPS based measurements and observed time difference of arrival (OTDOA) measurements.
The objective is to estimate the position of the UE within the coverage area.

Quality measurements are used to access the quality of the RB to a UE.
It is an assessment of the number of errors that occur across the RB at a specific point in time.

The UTRAN objective is the allocation of minimum required resources to meet the QoS requirements for the UE.

The outcome of all types could be either a handover to the measured cell (CELL_DCH state) or a cell reselection to the measured cell (all other states).
