UE positioning measurements are made by the UE GPS based measurements and observed time difference of arrival (OTDOA) measurements.
The objective is to estimate the position of the UE within the coverage area.
There are three parameters in UE internal measurements:
1. UE transmit power
2. received RSSI
3. Tx-Rx time difference
Quality measurements are used to access the quality of the RB to a UE.
It is an assessment of the number of errors that occur across the RB at a specific point in time.
Quality measurements are applied to UEs in the CELL_DCH state.
TVM represents traffic volume measurement.
The UTRAN objective is the allocation of minimum required resources to meet the QoS requirements for the UE.
If these resources are insufficient for the traffic that the UE is offering to the network, there is a build-up of traffic in buffers in the UE.

There are three types of signal measurements:
1. intrafrequency
2. interfrequency
3. inter-RAT measurments
The outcome of all types could be either a handover to the measured cell (CELL_DCH state) or a cell reselection to the measured cell (all other states).

There is a single MAC instance within the UE.
In the network, usually a single MAC instance for each UE exists.
However, multiple MAC instances for a single UE may happen (e.g., one in a CRNC and one in an SRNC)

2. RLC (Radio link control)
3. PDCP (Packet data convergence protocol)
4. BMC (Broadcast and multicast control)
