Provide simple connectivity to the core network (CN) – whether it is a CS or PS.
Remember that UE wishes to make a call or data connection to do some useful and helpful thing.
AN just helps it in the middle between UE and CN.

Core Network has three domains:
1. circuit switched (CS) domain
2. packet switched (PS) domain
3. broadcast control (BC) domain
Core Network (CN) is responsible for the higher functions such as user mobility, call control, session management, billing and security etc.
UMTS terrestrial radio access network (UTRAN) takes care of radio access, radio mobility and radio resource utilization.
