Wireless Oom

In the CELL_DCH state, the UE cannot monitor the broadcast channels and so any changes that the UTRAN wishes to make to the measurement configurations to a specific UE need to come via the MEASUREMNET CONTROL message via a dedicated control channel (SRB2 in most cases.)

For a UE that is in any state except CELL_DCH, the measurement control information is received via the SIB messages (SIB 11 or SIB 12).
For a UE that is in the CELL_DCH state, the measurements are controlled via a MEASUREMENT CONTROL message directly received from the serving RNC.

Two types:
1. direct method using measurement control
2. method using broadcast
