Primary and Secondary SCHs are used to detect the the primary scrambling code of the cell. (Recall that scrambling code for downlink is needed to differentiate multiple Node Bs.)
So they should not be scrambled.
They are simply multiplexed with the rest of the scrambled downlink channels, weighted to achieve the required power level.
SCH (Synchronization channel) is used for time synchronization.
This channel is the first physical channel that a UE detects when it is switched on.
Primary SCH helps to know chip, slot level synchronization.
Secondary SCH helps to know frame synchronization.
The combination of different frequency, code and time specify a set of physical channels.
