<p>The UTRAN objective is the allocation of minimum required resources to meet the QoS requirements for the UE.<br />
If these resources are insufficient for the traffic that the UE is offering to the network, there is a build-up of traffic in buffers in the UE.<br />
In using TVM, the UTRAN can monitor the flow of data from UEs and in doing so can apply corrective actions before an overload condition occurs.</p>
