1. UTRAN

If the UE is in idle mode, then CN will originate the page.
If the UE is in Cell_PCH or URA_PCH, then UTRAN will originate the page.

In URA_PCH, the UE location is known to the URA level.
The URA_PCH state is used by UEs that are moving fast.

is
one of states in RRC connected mode.
This is similar to the Cell_PCH except that the location of the UE is known to the URA level.
The URA is the collection of cells.
When the UE detects the change in URA, the UE needs to perform URA updates.

When a paging arrives at a UE,
in idle mode, UE sends RRC connection establishment
in Cell_PCH and URA_PCH, the UE moves to Cell_FACH and sends Cell Update message with cause “paging response”

I heard that there is no much difference between idle and Cell_PCH from UE perspective.
In idle, UE is located within registration area.
In Cell_PCH, UE’s location is known in cell level.
Then, what about URA_PCH?
